二、申請人的資格要求：

1.（1）供應商符合《中華人民共和國政府采購法》第二十二條、《中華人民共和國政府采購法實施條例》第十七條規定，根據慶陽市財政局、慶陽市公共資源交易中心《關于在全市政府采購中推行供應商“承諾+信用”管理機制的通知》要求，投標供應商須提供《慶陽市政府采購供應商資格條件承諾函》加蓋公章；

（2）本項目實行資格后審，不接受聯合體投標。

2.落實政府采購政策需滿足的資格要求：本項目不專門面向中小企業采購。

3.本項目的特定資格要求：無。

3.方式：社會公眾、潛在投標人可通過慶陽市公共資源交易中心網站或甘肅省公共資源交易網上服務大廳瀏覽招標（采購）公告，點擊“免費下載招標文件”在線獲取招標文件。

擬參與公共資源交易活動的潛在投標人，請點擊“我要投標”模塊或直接在慶陽市公共資源交易中心網站首頁點擊“市縣一體化系統”，登錄慶陽市公共資源交易中心電子服務系統查詢需要投標的項目填寫信息參與投標。如因未按該流程操作而產生的不利因素由投標人自行承擔。

注：未在主體共享平臺注冊的企業或自然人需在慶陽市公共資源交易中心“用戶注冊”進行注冊認證。使用“用戶名+密碼+驗證碼”或 CA 數字認證方式登錄辦理業務。
