采用單一來源采購方式的原因及說明：1.根據山西省教育廳關于印發《山西省2025年中小學教學用書目錄》的通知精神，為保持中小學教材使用的穩定性和教學工作的連續性，每一學科教材版本一經選用，在使用過程中不得中途更換其他版本的教材（除國家政策調整外，小學原則上需連續使用6年，初中為3年）。2025—2026學年全省各縣（市、區）義務教育學科教材須符合《山西省2025年中小學教學用書目錄》的教材版本，不得更換其他版本。教材版本是各設區市教科書選用委員會按照選用辦法選定的，目前全省沿用2025年選定并經省教育廳核準的教材版本。因此，須繼續從原供貨商進行采購。2.中小學免費教科書是按照各縣（市、區）確定的分年級教科書版本、科目和數量，由省級統一采購，免費發放到學生手中，保證開學教學需要。山西新華書店集團有限公司是山西省內唯一經國家新聞出版廣電總局審批通過獲得中小學教科書發行資質的單位，是目前我省中小學教科書長期唯一的供應商，且具備縣級以下的征訂、發行和調換網絡，可以確保學生“課前到書”。3.長期以來，我省中小學教科書用書相對固定，教師對教學內容熟悉，教學方法成熟，積累了大量的教學經驗，繼續延續使用相同版本的教科書，有利于保證學校教學質量。如采用教師不熟悉的教科書，短時間內又難以對教師進行新教材培訓，將直接影響教師教學，進而影響教學質量。
