1.滿(mǎn)足《中華人民共和國(guó)政府采購(gòu)法》第二十二條規(guī)定;

2.落實(shí)政府采購(gòu)政策需滿(mǎn)足的資格要求：

合同包1(方正縣世紀(jì)大道道路維修工程)落實(shí)政府采購(gòu)政策需滿(mǎn)足的資格要求如下:

參與的供應(yīng)商（聯(lián)合體）工程的施工單位全部為符合政策要求的中小微企業(yè)。

3.本項(xiàng)目的特定資格要求：

合同包1(方正縣世紀(jì)大道道路維修工程)特定資格要求如下:

(1)投標(biāo)人須具備建設(shè)行政主管部門(mén)頒發(fā)的市政公用工程施工總承包二級(jí)（含二級(jí)）及以上資質(zhì)；若未按新規(guī)定換發(fā)新證則需具備建設(shè)行政主管部門(mén)頒發(fā)的市政公用工程施工總承包三級(jí)（含三級(jí)）及以上資質(zhì)；注：根據(jù)《住房和城鄉(xiāng)建設(shè)部關(guān)于印發(fā)建設(shè)工程企業(yè)資質(zhì)管理制度改革方案的通知》（[建市〔2025〕94號(hào)]）的規(guī)定已換發(fā)新證取得相應(yīng)資質(zhì)證書(shū)的提供新資質(zhì)證書(shū)）。

(2)具有有效的安全生產(chǎn)許可證。

(3)投標(biāo)人擬派項(xiàng)目負(fù)責(zé)人須具備市政公用工程專(zhuān)業(yè)二級(jí)（含二級(jí)）及以上注冊(cè)建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書(shū)（B證）。不得同時(shí)在兩個(gè)或者兩個(gè)以上單位受聘或者執(zhí)業(yè)，并同時(shí)提供本企業(yè)為其連續(xù)繳納3個(gè)月養(yǎng)老保險(xiǎn)（2025年6月至投標(biāo)截止時(shí)間前）（如人員入職不足3個(gè)月的或新成立企業(yè)，則提供養(yǎng)老保險(xiǎn)繳納月份起至投標(biāo)截止日的繳費(fèi)證明）養(yǎng)老保險(xiǎn)的有效證明。

(4)技術(shù)負(fù)責(zé)人1人（相關(guān)專(zhuān)業(yè)中級(jí)（含中級(jí)）以上職稱(chēng)證書(shū)），施工員（工長(zhǎng)）1人（相關(guān)專(zhuān)業(yè)崗位證書(shū)）、質(zhì)量員（質(zhì)檢員）1人（相關(guān)專(zhuān)業(yè)崗位證書(shū)）、安全員 1人（具備有效的安全生產(chǎn)考核證書(shū)（C證））。
